I feel very fortunate in my school years that I had teachers who did not skip chapters

In my personal opinion, I think one reason why tuition centres have flourished is because of "Teach Less Learn More" MOE strategy.
Nowadays, I find that teachers in school skip one or two chapters in order to move students quickly to new topics.
I think the justification for this is that those topics have already been covered before in previous years and need not be repeated.
This is entirely wrong. Aren't teachers supposed to know that only through constant reinforcement and review of ex-topics that knowledge can become entrenched?
As a result, some students who have weak foundation continues to have weak foundation, and constantly requires tuition teachers.
I feel very fortunate in my school years that I had teachers who did not skip chapters.
